The proposed measure seeks to strengthen Executive Order 255, a 1987 law requiring radio stations to broadcast at least four OPM songs every hour. The bill also aims to establish the equity fees to be paid by foreign artists performing in the country. The equity fees will be the source of fund to support local artists who are members of guilds accredited by the National Committee on Music (NCM). However some musicians feel that this provision seems selective.
Ogie heads the Organisasyon ng Pilipinong Mangaawit (OPM), while Noel is the president of Filipino Society of Composers, Authors and Publishers, Inc. (FILSCAP).
