Requirements for fully-vaccinated foreigners entering the Philippines from “green” countries (does not apply to tourists) starting Thursday, October 13, 2021: A negative result in RT-PCR test within 72 hours prior to departure from their country of origin., Upon arrival in the Philippines, self-monitoring for any symptoms of COVID-19 for 14 days. Fully-vaccinated Filipinos can choose to take the same test procedures as foreigners and show a negative result, or choose to take the test at a quarantine facility upon their arrival and stay at the facility until they receive a negative result.
As of October 8, 2021, the considered green countries are: American Samoa, Burkina Faso, Cameroon, Cayman Islands, Chad, China (mainland), Comoros, Republic of the Congo, Djibouti, Falkland Islands (Malvinas), Hungary, Madagascar, Mali, Federated States of Micronesia, Montserrat, New Zealand, Niger, Northern Mariana Islands, Palau, Poland, Saba (Special Municipality of the Kingdom of Netherlands), Saint Pierre and Miquelon, Sierra Leone, Sint Eustatius, Taiwan, Algeria, Bhutan, Cook Islands, Eritrea, Kiribati, Marshall Islands, Nauru, Nicaragua, Niue, North Korea, Saint Helena, Samoa, Solomon Islands, Sudan, Syria, Tajikistan, Tanzania, Tokelau, Tonga, Turkmenistan, Tuvalu, Uzbekistan, Vanuatu, Yemen.
Facility-based quarantine is still required for the following Filipinos until a negative result taken on their 5th day of quarantine: Partially and unvaccinated, unverified vaccination status, vaccinated but failed to comply with the test-before-travel requirements. Hotel reservations for at least six days are required to secure for foreigners who fall into any of the above categories. Partially or unvaccinated children traveling with their fully vaccinated guardians must observe the quarantine protocols corresponding to their vaccination status with the accompaniment of their guardians in the quarantine facility. In the Philippines, COVID-19 vaccination among minors aged 12 to 17 begins on October 15, 2021. In pilot areas in Metro Manila, those who fall under that age range and who have underlying medical conditions can be vaccinated.
Government Inbound travel restrictions were lifted on the United Arab Emirates, India, and eight other countries on September 6, 2021, allowing thousands of stranded OFWs to return home. By presenting their VaxCertPH digital certificate, Bureau of Quarantine/WHO, ICV, the vaccine status of OFW, non-OFWs, and foreigners vaccinated in the country can be validated, or the national digital certificate issued by the country they were vaccinated. Under a reciprocal agreement, foreign nationals can validate their vaccine status through their WHO-issued ICV or the national digital certificate of the foreign government which has accepted the VaxCertPH.
